Before I get to the full story, I feel morally and legally obliged to publish below the photo that I have been warned not to by the Metropolitan Police. It is of the FCO Consular Services "Special Cases" manager behind my FCO abuse at a "Tea Time" (office hours) 1/2 Price Magnum of Champagne event at the Crazy Bear bar in the West End of London on 10th March 2016; this, the very day I received her emailed letter telling me to go away, completely ignoring my pleas for my abused British children overseas, ignoring an email sent to the FCO by Fair Trials alerting them to the abuse we were suffering.
I have disguised her face (and that of her two friends) and withheld her name to make it more difficult for the Metropolitan Police to prosecute me. I believe I have every legal right to name her as a FCO manager and publish an unadulterated photo, as I am 100% sure this matter is in the public best interest. But it is clear to me that the FCO and their Metropolitan Police Serious Crime Squad protectors are as corrupt as they come, a law unto themselves and publicly funded / represented by experienced public prosecutors, and would afflict me again if I actually dared to name her. So I am doing what I can to protect myself while bringing this sordid corrupt inhuman matter to the public's attention; so you know why I call the FCO "whores" and "human garbage".

My friend happened upon this photo and an accompanying description naming her while we were trying to find her direct FCO email, as the letter she sent me came from a generic do not reply FCO email address of course. On Google, searching for "(her name), FCO email", a public FaceBook page appeared and with this photo, with a description somewhere along the lines of "Here is (name) of the FCO enjoying a half price magnum of champers with friends at the Crazy Bear's tea time event - so much better than sending out emails, huh?!". Hence the reason the photo / Facebook page appeared on Google's search returns. Of course, the photo / page has now been removed!
I did some research, and the event took place on the 10th March 2016. Clearly, I had every right to be distressed. Clearly, it appears that she had sent me an arbitrary go away letter without even mentioning the help I was seeking for my children either a) to get out of the office to go to this bar, or b) after she returned back to the office inebriated. So I complained to the FCO and was promised a thorough investigation on the 14th March 2016. However, instead, much later, the FCO / this manager filed a criminal complaint against me, a documented human rights victim, for criminal harassment. There was never any FCO investigation / report into her conduct, despite my asking whether there was or not under a Freedom of Information request to the FCO which was completely ignored, itself an unlawful act.
I was ultimately (once I had fled back to the UK) arrested and thrown into jail overnight in response to the FCO / this manager's long-after-the-fact complaint against me. The police's actions you can read about here - it makes for very "interesting reading", to say the least - it seems the police can avoid legal action by simply claiming they did not know this and / or that, because the law denies people the right to sue the police for investigative / professional negligence, so they basically can act like 3rd world mafia police and get away with it. I am sure you have already worked out that if I was previously not in the UK, the Metropolitan Police did not have jurisdiction to arrest me; no they did not, but that did not stop them.
Eventually, I filed criminal complaints of my own against the above FCO manager (and her director who had clearly directed the BS harassment complaint against me). I filed complaints for; a) perverting the course of public justice as per section 5(2) of the Criminal Law Act 1967, b) wilful neglect of duty & misconduct, a common law criminal offence of misconduct in public office, and c) wilful attempt to inflict grievous bodily harm through psychological trauma as per Section 20 of the Offences against the Person Act 1861 and The Criminal Attempts Act 1981. I asked for another law enforcement / police agency to investigate but, of course, it was sent to the Serious Crime Squad of the Metropolitan Police (the same department that afflicted me / protects the FCO), who refused to even interview the FCO manager to establish the facts.
My nightmare history / FCO refusals.
I can not yet publish full details of what happened to me and my family in Portugal for legal reasons. I will one day. But I endured 8 years of human rights abuse in that country, including being beaten to the verge of death from behind (I was knocked to the ground and beaten over the back of my head and neck while unconscious on the ground by three men with clubs - all for having an Asian wife and using the village road to access our home there), before I was forced to flee as I was being prosecuted for criminal defamation of the Portuguese judiciary in retaliation for my European Court of Human Rights process against that country (filed late 2013); still ongoing.
I ran out of money in Portugal in 2011 and applied for Legal Aid, which was generically and arbitrarily refused without giving me the right to appeal, which appeal is meant to be my legal right. I was also refused Social Security to feed my family. Think on then about how the UK gives social security and legal aid to Portuguese citizens in our country, but not visa versa.
So, I contacted the FCO in 2011, and they did actually contact the court who assured them that my Legal Aid applications would be properly considered and any rejections would be subject to appeal in front of a judge. But this never happened. My Legal Aid applications were refused, despite the fact it was clear I was entitled to Legal Aid (the Portuguese tax authority did an audit on me which proved I was entitled), and I was not allowed to appeal to a judge, even though this was my legal right and had been assured to the FCO.
So I contacted the FCO again, as the Portuguese had not lived up to their word to Consular Services. But the FCO refused to help and basically told me to go away in November 2011 and formally in writing in January 2012.
In that time I suffered as you can not imagine. I could not afford medical treatment or medication because I had been refused Social Security and with it the right to free medical care. I grew what food I could and found some work across the border in Spain (by this time, most local Portuguese simply gave us looks of indignation and disgust, we were even publicly spat at). I was unable to defend myself in court as I could not afford a lawyer. I did what I could to defend myself but nothing worked. I filed "free" racial discrimination complaints with the Portuguese racial discrimination authority, but these were arbitrarily denied (Portugal has a very bad record for upholding racial discrimination law, to say the very least). These were then sent to the local court who arbitrarily refused them without notifying me but instead charged me judicial taxes, even though racial discrimination processes are meant to be free. I tried to appeal these taxes, as is my legal right, but was ignored. When I did / could not pay, they seized my car, which then prevented me from working.

Things went from bad to worse. Notices were placed around town claiming I was a convicted pedophile on the run from and wanted by Interpol. They put my passport photo on these notices; I will leave you to work out how they got my passport photo. My children were targeted at school. The Portuguese police refused to help me / protect my children unless I got a lawyer, which they knew I could not afford. I was the subject of many BS police / criminal investigations. The police once came to my home, arrested me, took me to the prosecutor who then laughed at me "Oh no, this process is not about you. You can go now." I once tried to take my own life and had a nervous breakdown (a friend bought me some drugs from Spain as I could not afford anything myself). My children suffered terribly.

In September 2015, I refused Portugal's risible "friendly" offer of compensation at the European Court of Human Rights. A few days later, the police came to my door. I was again taken to the prosecutor but this time was different, I could tell they were not happy with me; their corrupt game had turned very nasty. Even though the duty lawyer refused to represent me (on conflict of interest grounds), the prosecutor insisted on proceeding, even though this was unlawful. I was being charged with Criminal Defamation of a member of the judiciary (actually a court clerk), filing a criminal complaint against that person which I knew to be false (I never ever filed any criminal complaint against them, I only filed an administrative complaint book entry as directed to do so by the Portuguese racial discrimination authority and as part of my European Court of Human Rights process).
I was warned to flee Portugal by two lawyers. So I fled to Spain, to a friend's, and therefore separated from my family. This was also partly so I could do some work, earn some money to feed my family.
The FCO were advised but just ignored me, yet again. Fair Trials contacted the FCO about my case, but the FCO even ignored them. My lawyer at the European Court of Human Rights applied for an Interim Measure (this is done for the most serious human rights abuse); the FCO were informed and they just ignored me.
The Portuguese prosecutors made it clear that they were seeking a prison sentence of 28 years and 9 months against me, so it was just as well I had fled or I would have been arrested and thrown into jail without any hope of help from the British Government. The criminal process against me in Portugal is ongoing. I have sought the protection of the European Court.
Now, I want to make the point about another British national in Portugal who was also prosecuted for criminal defamation, this time of a lawyer (without legal advice, she wrote a complaint to the Portuguese lawyer's association claiming he was corrupt and unlawfully carrying on a process simply to make money - they are not the correct authority to make such an allegation to). She is an influential businesswoman called Serena Wylde; the Minister for Justice (then Jack Straw) and the FCO's Consular Services could not do enough for her! They intervened in her case which happened at the same time as I was being afflicted, and got the process against her dropped. But me, even though I followed legal advice and only did what I was told to, I just get ignored, including by Jack Straw and every other minister since, except for "Go away, we will not help you".
You see, my family and I are obviously dogs, despite having British passports. The FCO play a horrible game. When your force them to write back, either by official complaints procedure or whatever, they write back "We told you in 2011 / 2012 that we could not help you and your situation is the same; nothing has changed. As such, we can not help you as nothing new has happened. Please go away and leave us alone to drink champagne. If anything new happens, you can write to us but we will not reply if nothing new has happened. Of course, we will ignore anything new as if it did not happen / you did not tell us about it anyway."
No mention of help for my children, whose abuse in 2015 is clearly are nothing to do with my Legal Aid refusals in Portugal in 2011. In fact, the FCO do not have any problem in contradicting themselves in their responses about providing and acknowledging "new information / evidence". For example, in the same breath as saying I had not told them of anything new, they addressed the point I had raised about their helping Serena Wylde! The FCO said they can not discuss nor make comparisons with their help for Serena Wylde as this was confidential of course. And when you respond to say it is not confidential because her case has been fully reported in the media and is fully in the public domain, so there is no issue of confidentiality, the FCO just ignore you.
I was living / seeking refuge in Spain, which the FCO were informed of, when their "Special Cases" manager sent me her horrible arbitrary go away letter from a do not reply email address on the 10th March 2016. A few days later, when I was shown the photo of her drinking champagne apparently during office hours and on the same day I was sent her letter, I do not know if you can begin to understand how I felt; not just anger but fear and desperation and hatred. According to the FCO's own guide for British nationals abroad, that alone (the need for psychological medical help for vulnerable people) justified consular assistance, let alone everything else, let alone help for my estranged children. Go on, try to put yourselves in my shoes. Try and imagine how I felt. I suffered my second breakdown, of course.
I emailed whoever I could desperate for help, especially for my children. I described the FCO as "whores" for helping Serena Wylde but not me. I described the FCO as "human garbage" for ignoring my children, for treating them like dogs. Someone told me of a formal FCO complaints process and I made one, included in that complaint was my previous email describing the FCO (as an organization) as whores and human garbage. I am not normally given to such language but I stand by my words; the FCO are whores and human garbage, and worse. The complaints team at the FCO accepted my complaint including my language and assured me a thorough investigation would be conducted, particularly about this FCO manager's champagne booze up during office hours; of course, it never was.
No-one complained about my language. No-one claimed I was harassing anyone else. No-one blocked my emails; not the FCO manager, nor the FCO generally. I never threatened this FCO manager with anything other than legal action. I never looked for, had nor abused any personal information on her (I did not search for her private info, nor did I do anything to threaten her personally; only as an FCO manager, only with legal action and exposure). I only ever emailed her and other FCO contacts at their FCO email addresses; I did not seek, do not have and therefore never emailed any FCO staff at their personal email addresses.
I then had to flee back to the UK on the 1st April 2016. My European Court of Human Rights lawyer said I was safest in the UK, as any extradition (European Arrest Warrant) attempt would be quite easily defeated under the "Dual Criminality" and "Conformity with the British Human Rights Act (European Convention on Human Rights)" tests. Once I arrived (I had managed to rent somewhere in Norfolk), I wrote to the FCO advising them of the fact, again pleading for help for my children, again demanding the investigation into this manager providing a copy of the above photo and explanations.
Clearly, it was a mistake to have informed the FCO that I had fled to the UK.
I then received a letter from the Director of Consular Services following the same line; they could not help me and nothing had changed since they told me to get lost in 2011/2012, but if anything new happened I could inform them, but contradicting that as they are prone to doing as I was not now allowed to email anyone at the FCO because she, the director, was concerned that I had violated the UK's criminal harassment laws. No mention of any investigation against the manager as promised of course. I replied to her repudiating what she said, again pointing out all the new things that had happened but which the FCO had ignored, again reminding them of the investigation I was promised, but received no further response of course.
I pleaded for help so I could rescue my British children; the FCO simply ignored me. Actually, no, they didn't simply ignore me, they filed a particularly nasty and clearly false / opportunistic criminal complaint against me for harassment. The complaint claimed I had called the Special Cases manager a whore and human garbage, which whereas I may believe she is both, I had not; my language in desperate times was clearly directed to the FCO as an organization, and use of the term "whores" was clearly made in the professional sense (as they helped influential Serena Wylde, but would not help me), and "human garbage" for treating my children like dogs. They also claimed that the Special Cases manager felt frightened by me, that I might try to harm her (based on a FaceBook page made by another person months before which said it hoped ISIS would fly a plane into King Charles House - FCO's HQ).
Of course, the question of why the Special Cases manager did not somehow feel harassed when the emails happened, or why she never felt threatened weeks before as I was only a short flight away from London, or why she never showed her concerns by ensuring I received vulnerable person care as per the FCO's charter is all telling. What had changed to make her feel harassed and threatened? Why, it was my insistence to have an investigation into her champagne foray, my promise to make the matter public, and the fact I was now under UK jurisdiction, so the FCO could get their friends in the Met's Serious Crimes Unit to come and afflict me, and afflict me they most certainly did. However, I did not find out about the FCO's nasty criminal complaint until after I took a risk, as I had no other option, and went back to Portugal to rescue my children.
I needed to take the risk and catch a ferry and then drive to Portugal to grab my children; a HUGE risk for me. As the FCO refused to help me / them, they refused even to find my legal status in Portugal (whether an arrest warrant existed, so I could travel free of fear / risk), which they do for everyone; I believe this is a minimum requirement of the FCO, but not for me. So I contacted the National Crime Agency to see if there was a European Arrest Warrant in my name; they said they could not tell me, so I told them I needed to go and grab my children and that if there was, this was my address in the UK, please come and arrest me before I leave the UK. As they did not reply and nothing happened, I took a ferry to Spain, drove into Portugal, grabbed my family and fled back to the UK.
I was in a horrible place. The fear and stress of going to Spain / Portugal, I can not begin to relate this to you. I suffered nightmares and worse even when I got safely back to Norfolk (the UK). I was supported by my family. My brother and his family flew out from Australia to be with us, to come and give us some love and moral support. My aged mother came with them. The first evening they were with us, the police came to my door and arrested me in front of them. I was told I had been accused of criminal harassment by the FCO manager and I was taken to a police cell overnight.
I will leave you to judge the merits of the police action / arrest here.
Here was I, a documented human rights victim, refused consular assistance for myself and my young children. I had tried to take my own life once, and had suffered two nervous breakdowns; the last when I received the FCO Special Cases manager's letter and saw her drinking champagne on the same day she sent it to me on the 10th March 2016. Not just treated like human refuge while I was overseas, but like a dog when I fled back to the UK, all clearly to try and prevent me from telling this story, from publishing the above photograph. Arrested for a BS harassment complaint which the police had no jurisdiction to investigate and did not follow police procedure rules, all clearly as a corrupt favour to the FCO, all clearly to warn / unlawfully threaten me not to tell this story, not to publish the above photo. Arrested in front of my family and children and locked a cell overnight, not given vulnerable person status, left to suffer.
So, what country are we in? Are we in the UK or some 3rd world corrupt state or Nazi Germany? This is Great Britain? Not for me it is not; it is Ghastly Britain.
I say the FCO are whores, human garbage and worse. If ISIS flew a plane into FCO HQ London, I would pray there were no ordinary civilians on the plane or in the building and then cheer loudly about the rest.
In irony, as I said, the FCO refused to contact to Portuguese authorities to learn of my legal / criminal status. But when my family were here and we decided we wanted to stay in the UK (to say the very least, despite my arrest), so we had to apply for residency for my wife from the UK Home Office and what did they do? Why, they made an administrative request to the FCO to ascertain my legal status in Portugal because of the residency type we had applied for (refugee status). Amazing isn't it! When it comes to UK Immigration Vs British citizen's human rights, immigration wins every time. Within hours of the Home Office asking the FCO to make an official enquiry as to my status in Portugal, the FCO complied. The British Government wanted to determine my Portuguese criminal status for my wife's UK residency, but not for the sake of rescuing my estranged abused British children from Portugal. The final irony being, of course, we would not need UK residency for my wife if the FCO had lived up to what they claim they provide in their "Customer Charter" (A guide for British national abroad), but then disclaim on page 4.
I wonder if members of the royal family would receive such treatment by the FCO! We are all equal and all have equal rights in the UK? Best tell that to Consular Services of the Foreign and Commonwealth Office.
